Project of ELV Shredding Plants Diagnosis for Improvement and Review the Subsidies for Fine Classification Plants Constructing or Recycling Storage Sites Optimization Plan.

In order to solve the problems of automobile shredder residues (ASR) disposal and infrastructure of ELV (end of life vehicle) shredding plants, the Recycling Fund Management Board (RFMB) EPA has implemented this project to enhance the separation capacity of ELVs shredding plants to reduce the output of ASR, and seek stable and reliable ASR treatment pathway. In addition, RFMB provides financial subsidy to local government to upgrade the infrastructure of recycling storage site, improve the quality of recycling resources and reduce the labor burden. The project prepares and organizes the consultant team of upgrading the ELV shredder infrastructure and technology to provide on-site investigation and diagnosis guidance for four ELV shredder plants, and suggest improvement of the environmental safety management, quality balance and separation treatment technology, so as to reduce the output of ASR. In addition, we review the 81 cases of subsidy plan for recycling storage sites and fine classification plant in various counties and cities, with a total application fund about $1.06 billion NTD. The approved fund is about $73.45 million NTD, which can increase the processing capacity of about 87,000 tons per year, improve the 168,000 tons recycling storage facilities sites infrastructure and 4,300 clean team members working environment, so as to enhance the operation efficiency and impression of the recycling storage sites.
